BIG BUG - Cyclos sends copies of emails connected to internal messages to one operator

Hi,

We sent an internal message to several user groups. We have cyclos setup, as default, configured to resend the internal message to user email.

What happens is when we send an internal message to an user or to a group of users, one operator receives a copy of all messages that we send to other users. So we sent an internal message to almost 6.000 users and one operator received a copy of all 6000 messages, with user's names and user's information.

If we send an internal message to one user, that operator will receive the message, even if the user is not connected to that operator.
Example: user A as operator B. We send a message to user G and operator B will receive an email with that message.

This is very important and urgent, because of GDPR rules and bank secret rules.

This occurs always with same operator. It is not random. However, in the past it occurred with other operator. So, one analysis is to see if it happens with the last operator that was created.

Cyclos version: 4.12.3.
