Password policy is not respected if user is created by API

Hi,

If we use API to create users, users can be created without respecting the rules/policy set for passwords.
After creation, if we try to change password, it respects the password policy.

Example: we require letters, numbers, simbols and user can create his password as 12345678
Cyclos version 4.12.3.

Hi We tested this and it does respect the password policy.
Could you set up an example for us, maybe in a community?
