html in translation values

I am trying to use HTML in the translation values, to point to some additional information.

However, it doesn't work all the time.

For example, the 'about.message' key will accept <a href="{0}"><u>{0}</u></a> and correctly display a hyperlink

Other keys (like 'createMember.public.awaitingActivation') display the actual HTML code and not a hyperlink.

Am I missing something?

Translation keys do not accept html code.
'about.message' is an exception because it is showed in a page.
