The "Cylcos Login" in the heading of the login box is in the general translation file:
$CATALINA_HOME/webapps/cyclos/WEB-INF/classes/ApplicationResources_en_US.properties

The text under and above the login box are in the jsp pages:
$CATALINA_HOME/webapps/cyclos/pages/general/translation_files/static_files/en_US
login_message.jsp
login_header.jsp

In this directory you can find also the other static translation files like the manuals and contact page.
They are jsp files but you can use normal html

Make sure you changed the following line at the translation line: login.system=Cyclos Login
After a restart of tomcat (or only the webapplication) it should be correct.
I just tested it here and it works fine.

Make also sure you are changing the correct language file. I suppose you us en_US and therefore wrote the path to the properties file of that language.
If you are sure you changed the correct file you can try to delete the the dynamically generated jsp files by tomcat. Just go to the directory
$CATALINA_HOME/work and delete the whole tree under it (starting at the name 'catalina'. No the pages will be recompiled.

If you still have problems please let me know.
