How to configure the mobile menu for making new ads directly from the mobile?

I would like to join this question.
Some people report, that they can post new advertisements from their Android based mobile app, others tell me, they can't. But I do not find any difference in their configurations.
May t be a difference in the mobile app version?
Do I need special version of mobile app or distinct version of Cyclos for to have the ability to pots new adverstisem,ends directly from the mobile, or any settings in the properties, or channel configuration, or alike?
