We, as an European company providing payment account services through Cyclos, are obliged to offer to the market open API that complies with EBA (European Banking Agency) standards/rules.
As of today, Cyclos seems to not comply with all rules. Time is running and there are some important deadlines.

All features described by PSD2 are available in Cyclos. With account operations, and the tickets. It is also available via the API.
Compliance of PSD2 will be available in one of the next versions.
