New User With Existing Phone

I am trying a use case where i want to add a new user with Phone number as mandatory field but that same number has been already assigned to a different customer. I basically want to deactivate that existing user and move that phone number to my new user. Also the deactivated user can come back again with a different phone number to ask for activation.

I am unable to find the appropriate steps to achieve this. To achieve this, I tried removing the existing user but that's an irreversible operation which i don't want to do.

Any help will be appreciated.
